Item 1: Introduction
 
Dr. M.G. Lee (Korea Institute of Machinery & Materials) was appointed as a temporary recording secretary.
On behalf of Professor F. Ellyin, President of ICM, Professor T. Inoue, Vice President of ICM, took the chair.
The meeting agenda was presented by Prof. Hoshide, and it was approved by the Board of Governors.
Before the deliberation, all the delegates including bid presenters introduced themselves.
 
Item 2: Report from ICM Vice-President
 
Prof. Inoue, Vice President, reported the activities of ICM, 2003-2007, as follows.
 
2.1 Preparation of ICM-11
The President of ICM, Prof. Ellyin, had contacted many countries to encourage bidding to host ICM-11.
 
2.2. IUTAM link
Some matters linking to IUTAM (International Union of Theoretical and Applied Mechanics) were reported. The President had been a Congress Committee member as the ICM representative for IUTAM.
 
2.3. JSMS Web Site of ICM
A proper website should be propounded for a permanent use. Through the negotiation with the Society of Materials Science, Japan (JSMS) by Prof. Ellyin (the President) and Prof. Hoshide (Secretary General), ICM web site had been permanently set on a part of the homepage of JSMS. Hereafter, Prof. Hoshide will act as liaison between ICM and JSMS.
ICM-10 had also been linked to JSMS website, and ICM-11 will also be linked to JSMS website
 
Item 3: Report from the ICM-10 Present
 
Professor S.W. Nam, ICM-10 Chairman, reported on ICM-10 as follows.
· At first, ICM Executive Committee, 2003~2007, and ICM-10 committees (International advisory, local organizing, and symposium committees, etc) were introduced.
· Among 6 lectures as originally recommended as plenary ones, only one plenary lecture was appointed. The other 5 lectures were declined or accepted, but the accepted ones were later withdrawn.
· 16 keynote speakers, 43 invited speakers and 57 session chairs were introduced, which were decided based on how many papers were presented at the sessions of 16 topics.
· Many abstract submitters cancelled their presentations partly because “Key Engineering Materials” as the proceedings of ICM-10 had been dropped out from SCI index.
· 685 abstracts were originally submitted from 31 countries and areas. However, the final number of papers to be presented in ICM-10 has been reduced to be 456 from 25 countries and areas.
· Participants expected at the conference were over 400, though more than 200 participants appeared up to that time.
 
Item 4. Approval of nomination list
 
It was mentioned that the nomination list of members of Executive Committee during 2007 to 2011 was decided by the Executive Committee which was held on May 28, 2007. The followings were explained for the nomination list.
· Prof. Ellyin recommended Prof. Inoue to be an Honorary President, and the recommendation was approved in the Meeting.
· Prof. S.W. Nam was approved to be the next President of ICM according to the tradition of ICM.
· The current President, Prof. Ellyin was approved to be a Vice President to assist the President.
· One member of Governors at Large was pending for a while according to the opinion of Prof. Ellyin. Prof. N.J. Kim (POSTECH, Korea) was approved as a new member of the Governors at Large by the recommendation of Prof. S.W. Nam.
· Elected Representatives were the same as those 2003-2007 because of no reason to change.
· According to the recommendations of Prof. S.W. Nam and Prof. T. Inoue, Prof. T. Hoshide accepted to keep the Secretary General position. This was agreed by the reason that ICM was originated from Kyoto, Japan so that Japanese group has the records and history of ICM.

Item 5. Procedure and decision for the ICM-11 bid presentation
 
Two bids were proposed by Italian and German groups.
· The voting rule, one vote for one country or area, was reconfirmed by the Committee as follows. Each delegate has one voting, and during the presentation by a bid proposing country, the representatives from the other country should be outside of the meeting room.
· 15 minutes was given for each presentation. Bid presentations were done first by Prof. O. Kraft (Karlsruhe Institute of Technology, Germany), and secondly by Prof. M. Guagliano (Politecnico di Milano, Italy)
· Questions and answers were followed after each presentation.
· By voting by 17 delegates excepting representatives from Italy and Germany, the result was 13 for Italy and 4 for Germany.
 The chairman and members expressed their gratitude to both presenters for nice and hard working preparation.
 
Item 6. Announcement of the ICM-11 venue
 
Prof. T. Inoue officially announced that the ICM-11 will be held in Como, Italy in 2011.
 
Item 7. Other items
 
New President, Prof. S.W. Nam, congratulated Italy group. The venue of ICM-11 will be announced at Banquet, on May 30 by the new President.
